 SCOE

What are they? Standard Chapter Operating Expectations (SCOE) is a set of standards that all chapters of Beta Theta Pi are expected to meet. They focus on nine key areas of chapter operations providing a tangible and quantifiable performance gauge for every chapter. Moreover, they are a foundation for a healthy and successful chapter. The expectations are as follows:

Cultivation of the Intellect

  • Achieve a GPA not less than 2.7 on a four-point scale each semester.

  • Have a written academic assistance plan incorporated into the constitution and bylaws.

Leadership Development & Self-Governance

  • Send a delegate to the General Convention annually.

  • Pay all bills to the General Fraternity in-full and on time.

  • Compile and submit a constitution and bylaws for chapter/colony operations.

  • Have an active Kai Committee (judicial board), independent of the chapter executive committee, with established guidelines in the chapter bylaws.

  • Send at least one member to attend a General Fraternity leadership development program or a program approved by the Board of Trustees. This does not include Keystone participation.

  • Send a full delegation of officers to The Keystone Regional Leadership Conference annually.

Member Education

  • Create a pledge program which is approved on time using the "Positive Pledge Education Assessment" (PPEA.)

  • Properly perform all required ritual ceremonies included in the bound volume.

Commitment to Community

  • Participate in at least one significant community involvement project annually.

Responsible Personal Conduct

  • Maintain a risk management rating of "Excellent" or "Satisfactory."

Chapter Advisors

  • Have an active advisory team consisting of a chapter counselor, financial advisor, risk management advisor, recruitment advisor and pledge education advisor.

Member Recruitment

  • Aggressively recruit and maintain a chapter membership at or above 20 members.

Communication

  • Submit all membership and online reporting to the General Fraternity within 30 days of established deadlines.

Lifelong Fraternal Brotherhood

  • Hold at least one function during the year specifically for alumni.

Why were they developed?

Primarily, the Standard Chapter Operating Expectations were developed to clarify what is expected of every chapter as a base level of performance. The majority of the expectations already exist as standards in The Code. The Board of Trustees developed SCOE to enhance assessment of where chapters stand and outline consistent steps to support groups in need.

How will they be implemented?

The General Fraternity will provide report cards semi-annually at Convention and the Presidents Academy. Most importantly, the General Fraternity, through its officers, staff and volunteers, will educate and support on SCOE through a "safety net" of action plans designed to assist chapters in meeting the standard expectations.
